existing 13 ZillaPrajaParishads consequent upon formation of 28 Revenue

ORDER:
The
Government of Andhra Pradesh have reorganised the erstwhile 13 districts of the
State into 26 districts with effect from 04.04.2022. Subsequently, two
additional districts, namely Markapuram and Polavaram, were constituted vide
Andhra Pradesh Gazette Notifications No.790 and 796, dated 27.11.2025.
Consequently, the State presently comprises 28 districts.
2. The existing 13 ZillaPrajaParishads were
constituted with reference to the erstwhile 13 district structure. The elected
bodies of the existing ZillaPrajaParishads commenced their tenure with effect
from 25.09.2021 and their term expires on 24.09.2026.
3. Section 177 of the Andhra Pradesh
Panchayat Raj Act, 1994 provides for constitution, incorporation and
composition of a ZillaPrajaParishad for a district. Section 274-A(2) of the Act
stipulates that constitution of Panchayat Raj Institutions consequent upon
reorganisation of the Gram Panchayats, Mandal PrajaParishads and
ZillaPrajaParishads shall be undertaken after expiry of the term of the
existing Panchayat Raj Institutions.

4. In view of the present 28-district
administrative configuration and expiry of the tenure of the existing 13
ZillaPrajaParishads on 24.09.2026, the Government have considered it necessary
to align the district-level Panchayat Raj institutional structure with the
present district structure.
5. The Government have accordingly decided
to constitute /reconstitute 28 ZillaPrajaParishads corresponding to the 28
districts presently existing in the State, with each ZillaPrajaParishad having
territorial jurisdiction corresponding to the respective district and
comprising the Mandal PrajaParishads falling within the territorial
jurisdiction of that district, as specified in AnnexureI to this order.
6. The district-wise constitution of the 28
ZillaPrajaParishads, together with the corresponding Mandal PrajaParishads,
shall be as shown in Annexure-I.
7. The territorial jurisdiction of each
ZillaPrajaParishad shall extend over the Mandal PrajaParishads comprised within
the corresponding district. Any subsequent alteration in the territorial
jurisdiction of or Mandal PrajaParishad shall have such effect on a district,
Mandal, the corresponding ZillaPrajaParishad as may be provided under the
Andhra Pradesh Panchayat Raj Act, 1994 and the Rules/orders issued thereunder.
8. The existing Mandal PrajaParishads
falling within the territorial limits of a district shall form part of the
corresponding ZillaPrajaParishad for purposes of district-level Panchayat Raj
administration, planning, coordination, monitoring and implementation of
Panchayat Raj and Rural Development programmes.
9 . The district-wise arrangement of
ZillaPrajaParishads and Mandal PrajaParishads shall be subject to the statutory
notifications/orders issued by the competent authority and to any consequential
changes in the territorial jurisdiction of the concerned districts, Mandals and
Mandal PrajaParishads.
10.
After expiry of the term of the
existing 13 ZillaPrajaParishads on 24.09.2026, necessary action shall be taken
for constitution/reconstitution of the 28 ZillaPrajaParishads specified in
Annexure-I, in accordance with Section 177 read with Section 274-A(2) and other
applicable provisions of the Andhra Pradesh Panchayat Raj Act, 1994. Each newly
constituted ZillaPrajaParishad shall bear the name of the corresponding
district and shall exercise jurisdiction over the Mandal PrajaParishads
comprised within that district, as specified in Annexure-I.
11. Consequent upon constitution/reconstitution
of the 28 ZillaPrajaParishads, necessary arrangements shall be made in
accordance with law.
12.
The Commissioner, Panchayat Raj &
Rural Development, Andhra Pradesh, shall ensure that the existing Mandal
PrajaParishads are appropriately mapped to the corresponding
ZillaPrajaParishads in accordance with the district boundaries notified by
Government.

13. Where any Mandal PrajaParishad is
subsequently reorganised, constituted, merged or otherwise altered by competent
authority, the corresponding ZillaPrajaParishad arrangement shall be modified
accordingly in accordance with law.
14. In order to provide dedicated executive
leadership to each of the 28 ZillaPrajaParishads, Government hereby accord
sanction for creation of the following 30 additional posts:

15. There shall be a Chief Executive Officer
for each ZillaPrajaParishad in accordance with Section 186 of the Andhra
Pradesh Panchayat Raj Act, 1994. The Deputy Chief Executive Officer shall
perform the powers and functions prescribed under the Andhra Pradesh
ZillaParishad Deputy Chief Executive Officer's (Powers and Functions) Rules,
1995 and other applicable orders.
16. The existing ministerial and supporting
establishment shall be rationalised and apportioned among the 28
ZillaPrajaParishads having regard to the number of Mandal PrajaParishads,
territorial jurisdiction, workload, functional requirements and prescribed
staffing norms.
17. The Commissioner, Panchayat Raj & Rural
Development, Andhra Pradesh, shall take necessary action for implementation of
these orders and shall ensure that the district-wise allocation of Mandal
PrajaParishads to the corresponding ZillaPrajaParishads is correctly reflected
in all official records, registers, notifications and administrative systems.
18. The District Collectors, Chief Executive
Officers of ZillaPrajaParishads and concerned Mandal PrajaParishad authorities
shall extend necessary cooperation for smooth transition and implementation of
the reconstituted ZillaPrajaParishad structure.
19. The constitution/reconstitution of the
ZillaPrajaParishads and all consequential arrangements shall be subject to the
provisions of the Andhra Pradesh Panchayat Raj Act, 1994, the Rules made
thereunder and amendments/orders issued by the competent authority from time to
time.

20. This order shall come into force after
expiry of the term of the existing 13 ZillaPrajaParishads, subject to issuance
of the statutory notifications and completion of such legislative,
administrative and financial formalities as may be required.
21.
The Commissioner, Panchayat Raj &
Rural Development, shall take further necessary action accordingly.
